This is interesting, but if all a person wants is to publish some thoughts and ramblings, Hubpages are perfect. They are free, easy to use, and I've heard that one can even make money from them. I've just started, so I haven't figured out so far how I can earn a buck from there.
I use Weebly, and I'm very happy with it. They have lots of free blog layouts, and composing pages is like children's play. No web design is needed to have beautiful pages.
